O'Higgins, Thomas Francis (1916 - 2003)
Fine Gael politician Tom O'Higgins, with floor manager Tom Flanagan (unconfirmed), just before filming a party political broadcast for RTÉ Television in November 1972. This programme may have aired in advance of the 1972 referendum. Two referendum proposals were upheld on 7 December 1972; the lowering of the voting age from twenty-one to eighteen and the removal of the reference to the 'special position' of the Roman Catholic church from the constitution.
O'Higgins served as Fine Gael TD in the constituency of Laois-Offaly between 1948 and 1973. He was Minister for Health from 1954-7 and unsuccessfully contested the presidential elections of 1965 and 1973. He was Chief Justice between 1974 and 1985 and a judge of the EU Court of Justice from 1985-91.
